DDr. Ma. Carmen Tolabing is a Public Health Professional with specialization in Epidemiology. She has devoted her professional life to teaching and research work. She teaches courses like Epidemiology, Health Research, and Biostatistics to public health and medical students. Carmen’s research interests include health information system, health human resources, health program evaluation, and health literacy. She designed the web-based National Database of Human Resources for Health Data Collection System of DOH. She also established the activity standards for selected health providers in field health facilities which served as inputs in the development of the Workload Indicator of Staffing Needs (WISN) calculator for field health facilities in the Philippines.

She has been regularly tapped as research trainer and/or mentor in research courses and trainings organized for health professionals. She has served as a research consultant in the various research capacity-building activities of the Philippine Council for Health Research and Development (PCHRD) since 2008: as resource person in the research skills trainings for members of the various Regional Health Research and Development Consortia; and as research mentor in the research capability building project for the R&D coordinators of the regional health offices of DOH and its attached agencies. She has been serving as technical reviewer of research proposals/research papers of the PCHRD for about 10 years now. She is also an active member of the National Ethics Committee.

Carmen is a professor in the Department of Epidemiology and Biostatistics, College of Public Health. She obtained her undergraduate and graduate degrees from the University of the Philippines.
