Prof. Buenalyn Teresita M. Ramos-Mortel was the chairperson of the Department of Health Promotion and Education (DHPE) from 2004-2010. She completed her Bachelor of Science in Public Health and Master of Public Health from the College of Public Health, University of the Philippines. She also completed the academic subjects and passed the comprehensive exam of the Doctor of Public Health program in the same university.

Prof. Ramos-Mortel teaches undergraduate and graduate courses offered by the DHPE. This includes general health promotion, socio-cultural determinants of health, communication in public health, and human behavior in health care organizations, among others. She is also preceptor in both undergraduate and graduate field practice courses and serves as a research adviser in special studies.
She served as consultant in health promotion of government and non-government agencies. Consultancy projects included Risk Communication training for the Department of Health and World Health Organization, Evacuation of the Hospital Management training of the National Institute of Public Health in Cambodia with GTZ and SEAMEO-TropMed, Health Promotion in Nutrition with SEAMEO-Regional Center for Nutrition in Indonesia.

She served as Coordinator of the Municipal Leadership and Governance Program in DOH-Region IV-A. Prof. Ramos-Mortel has been invited as a resource person on various areas of health promotion nationwide and is a journal article reviewer of Acta Medica.

She was awarded the UP Manila Faculty Grant and Professorial Chair.

Prof. Ramos-Mortel serves as the University Registrar of the University of the Philippines Manila from 2011-2014.
