Dr. Ma. Carmen C. Tolabing is Professor of Epidemiology at the University of the Philippines Manila(UPM) and is concurrently the Assistant to the Dean for Academic Affairs. Dr. Tolabing obtained her BS Public Health, Master of Public Health (Epidemiology track) and Doctor of Public Health (Epidemiology track) from the University of the Philippines Manilla. She has attended training courses in Applied Epidemiology to Health Care Management, Program Evaluation, and basic and advanced courses in Research Ethics. Dr. Tolabing is a member of the Asian Health Literacy Association. From 1984 to 2006, she was Professor at the De La Salle University College of Medicine where she taught Community Medicine, Epidemiology and Research and held various positions such as Research Coordinator for the Department of Family and Community Medicine and Director of Planning and Development.

The research interests of Dr.Tolabing include health human resource staffing and distribution, health information system, evaluation of community health programs and health literacy. Among the recent research projects that Dr. Tolabing completed include: Research capacity of R &D staff of Regional Health Offices and Regional Hospitals; Extent of use and updating of the national health human resource database; Evaluation of the WHO-Reaching the Urban Poor Project in Selected Cities in the Philippines; Needs assessment on Emergency Obstetrics and Newborn Care among Rural Health Physicians; and Time series study on the completeness and acceptability of the cause-of-death statement in death certificates.
